Xbox Series S Wcml South No Freight Layers

Playing today I noticed that the freight layers are missing from WCML South when staring a passenger service or starting on foot, including all AI/static stock at Wembley. However, they do appear as expected if you happen to select a freight service to drive. This is new behaviour. Is it a feature, or a bug?
