When starting a new route or scenario, the player can configure the train from the beginning, enter the cabin and have to start the train as it is configured.
In real life, when I enter the train cabin it is turned off, and I need to turn on the train, configure it and only then leave the station. In the game the train is already turned on and ready to start the journey.
The fact is, most timetable runs already require you to set the cab up to some extent. You could even argue to an unnecessary extent. For example, taking over a train in service at an intermediate station the tail lights would not be lit on the front, the headlights should be.
