I'm pretty sure it's impossible. If you want loco-hauled mk3s, pretty sure you have to get the WCML Preston-Carisle route. I don't think there's any other route for that. Regardless, if you only want to buy it for the mk3s, it's not worth it, but in very other way, it is. It's very high quality and perfect if you like AC locos from the BR era (Class 87)

I'm afraid it seems like your only option is to use the formation designer. I don't think you can do it while in Free Roam.

I have a 66 with GWR Mk 3’s. I made it in Formation Designer.

You're correct. There are only 9 GWR carriages available separately labelled A, B, C, D, E, F, A, K, and L. There is a 10-car set available, but I don't think you are able to separate the vehicles in that formation, so the class 66 is only good for towing that one.

A picture of the train? 66, followed by 9 coaches in the order ABCDEFAKL, followed by a power car and finally another 66.

Do you know how to add Mk1 or mk2 or mk3 on class 66 without Gwr set? Like class 66 couple mk1 or mk2 or mk3 passager coaches from steam train?

With the Mark 1, regardless if you do or don’t own that ECML Railtour Pack, you can still couple MK1’s to the class 66. However, you won’t be able to move it due to the brake difference. To aid that, I suggest adding a MK1 BG (the br blue ones or the ones that come with Scotsman) to translate the brakes. This means you can haul Vacuum stock with an air braked locomotive.
