Steam Arrow 3 Locomotive Panel Won't Open

There is a panel in the rear of engineer's position, to the left of the rear door. I have seen several videos where this panel can be opened to access some breakers and switches. I can't open the panel on my unit. It makes a clicking souind, when it tries to open, almost like the panel; is jammed. Anyone else seen this?

 

You have to stand up first. When you sit you block it.

 

You have to get out from the driving position to open the cabinet.
