I cannot remember when this started (may have since the start of tsw) but after saving the game, the weather is not the same as what it was when I first entered the service. This may just be me reporting an issue that has always been present and there was no idea for when saving your current progress wouldn't save the same weather settings.
Which route are you on? Some routes has its weather set up incorrectly that it may cause inconsistency.
