So when I was playing TSC, I noticed this strange blue film camera icon behind the view selector, I dunno how I turned it on, nor if its normal.

How do I turn it off?

That is normal - you push the button to take a Screenshot

Not the photo camera icon. The overlayed film camera that is overlayed with opacity over all the control button.

Yep! not the screenshot button, I was told to ask the question here on these forums as people on reddit suggested that I'd have better luck here.

My guess is that it’s some kind of overlay from another application like Nvidia Shadowplay (i know it’s not that particular one, but you get the drift).

I do use OBS, but its not even open.

I think its just the background to the View Tools, its there for me when in the F4 hud as well.

A little extra detail looking back over previous versions (to 2015 to be precise) it is there as well.

Is that not related to the opacity of the F4 HUD? You can make it brighter or darker in settings.
