If you bought them from Steam it's easy. Just go to DLC and D/L them again. If you got them from elsewhere you'll need to contact the vendor unless they are still in your re-cycle bin. Have you looked there?
Third-party DLC can usually be re-downloaded from the site you bought it from. Which locos are you having problems with?
