I'll be surprised if Henrietta comes with the Toby DLC, because Emily doesn't have her coaches.

 

Henrietta is synonymous with Toby though, James added the tar wagons with his dlc so we should get Henrietta with Toby

They already had 2 types of express coaches, Annie & Clarabel and the branch line coaches at launch, Emily’s coaches weren’t necessary

 

I think Henrietta is most likely going to be included. I’m personally not worried about whether or not she will be included. I think Emily’s coaches didn’t make it because Dovetail wanted to emphasize that Emily was capable of hauling express trains like in her scenario in the game.
