Not as standard on console, those services are usually only on PC. I say usually because you can try this trick to unlock them. I'm on a PS4 but I believe it also works on XBox.
I'll say this has worked consistently for me on Xbox. Haven't played GWR for a month or so though, so it's possible a more recent update has disabled it.
