The main issue is the requirement list is extensive and not everyone has the requirements hence why people have been crying out for DTG to make their rendition of Birmingham New Street to Euston.
I doubt DTG would build this route - they don't have a Licence to use a livery on the Pendolino . If they get authorisation to use the Avanti West Coast livery then it could possibly happen. But DTG won't build a route if they cannot put trains on it in a proper livery Just Trains get around it with fictitious liveries like FWS instead of EWS Peter
Or release the route with a plain white liveried 390 and making the Station signs generic BR signage as a way to get round the licensing issues

BHM is in several freeware routes, and all of them have requirements lists, some more extensive than others WCML South on ATS comes to London XCRoute goes to Bristol and Cardiff (also available on ATS) The Birmingham Cross City route also has BHM I believe and that's on DPS ATS are also developing the WCML "Missing Link" with Phase 3 or 4 extending south to BHM With regards to Licensing, Virgin are particularly heavy handed with the cease and desist notices around their logo. Avanti may be less so, certainly the First Trains aspect should be less of a problem than that Italian link. There's many First logos and brands in TSx and have been for years.

It's not an idea though mate, it's a reality (on Alan Thomson Sim). We posted on your own thread the other day that this route already exists as freeware (it has a bulky list of requirements but if you're as into train sim as you seem, you may have most if not all of them). DTG probably sell copies of their other routes purely through the fact that they are dependencies for this route to work. It even has a rudimentary Bakerloo Line in it and is a very high quality route. I can appreciate that you're very excited to see certain ideas become reality, but it might be worth you reading other people's replies in order for you to see what exists already.
