Simple question really, would you pay if DTG offered updates to existing DLC to enable full compatibility with TSW2 and if so would you pay full price if you already owned the content in TSW ? "full compatibility" = Quick drive, livery, service layers/timetables.
Full price certainly not, because that shows no loyalty to existing customers. A small update surcharge, then probably. Depends how much really. It's not uncommon for board games to offer update packs at a reduced cost for existing customers.
Depends on what the update would include. For just the scenario and livery editor, probably not. But it it would mean bugfixes, improved scenery and redone timetables, and maybe even new rolling stock, then hell yeah, instantly.
Voted no... if they want me to pay for TSW2 and continue to support them in buying future content in the new game, I'd be more inclined to do it if they made my existing content fully workable and integrated into the new game... I thank you!

Do you mean as in a DLC pack, for example all German locos in one pack ? if so that could be a decent idea.
Personally, if I’ve bought content for a game, I expect it to be supported as a game evolves. If the price was reasonable, as a existing customer I would most likely have to pay, to keep my content up to date with the ‘evolving’ game. But I put ‘maybe (discounted price)’ as I would rather have the DLCs bugs fixed & made compatible with TSW2 so it’s not abandoned. Also in a perfect world I would of expected there to be no cost as I’ve paid for the DLC and in my opinion that should include support for updates etc. But that’s just my opinion...
