You need the European Assets pack for the HST and 166 for the scenarios, unless you have a pre 2012 version of TS/RW. What do the error messages say?

Have you got ALL the required trains?
I presume you bothered to read the information on Just Trains Website?

    SCENARIOS

Note: Some of the scenarios use default Train Simulator stock, but for certain scenarios to run correctly, the following locomotives/routes are required. Add-ons followed by 'Steam' in brackets can be purchased from the Steam website:

    • EWS Class 67 (Steam)
    • South Wales Coastal Route Add-On (Steam)
    • Arriva Trains Wales DMU Pack Add-On (Steam)
    • BR Class 50 Loco Add-on (Steam)
    • BR Class 101 DMU Add-on (Steam)
    • Class 66 EWS (Steam)
    • Class 70 Freightliner (Steam)

If you purchased Train Simulator after 20 September 2012 then you will require the European Loco & Asset Pack (available to purchase via Steam) to obtain the following locomotives:
    • Class 47 (Steam)
    • Class 166 (Steam)
    • HST (Steam)
Locomotives followed by ‘JT’ in brackets can be purchased from the Just Trains website:

    BR 5MT Advanced (JT)
    • BR 7MT Advanced (JT)
    • Class 67 Advanced (JT)
    • Class 153 DMU Advanced (JT)
    • Voyager Advanced (JT)
    • Class 60 Advanced (JT)
    • YGB Seacow PlusPak Advanced (not required if you own the Class 60 Advanced and Freight Wagons add-on) (JT)
    • Class 153 DMU Advanced (JT)

As Peter says you are missing the Just Trains Voyager. You will need to purchase it to get the scenarios to run.

Did you read the system requirements as it tells you you will need additional stuff

Train Simulator 2020 (if you purchased Train Simulator after 20 September 2012 you will require the European Loco & Asset Pack - available to purchase via Steam - for the route to display correctly)

For certain scenarios to run correctly, the following add-ons are required:
Just Trains: BR 5MT Advanced, BR 7MT Advanced, Class 67 Advanced, Class 60 Advanced, Class 153 DMU Advanced, Voyager Advanced, YGB Seacow PlusPak Advanced (not required if you own Class 60 Advanced and Freight Wagons)
Steam: EWS Class 67, South Wales Coastal Route Add-On, Arriva Trains Wales DMU Pack Add-On, Class 47, Class 166, HST, BR Class 50 Loco Add-on, BR Class 101 DMU Add-on, Class 66 EWS, Class 70 Freightliner (Steam)

Alternatively, you can use Ts-Tools and remove the Voyager from the scenarios to replace it with something suitable that you own. I will probably be doing this for AP products until I get to a point I run out of other things to buy.

Also, content from South Wales Coastal and the Arriva Trains Wales DMU package are no longer sold due to the lost license. If you come upon scenarios requiring those and don't own them, you will HAVE to replace them. Unfortunately, some packages are even sold with scenarios people will never be able to load, period; the Voyager itself includes a scenario for North Wales Coastal's extension, which can no longer be obtained (you can use a 2018 key to get the first segment, but that doesn't help).

The 153 and the Voyager are items I would recommend acquiring. They are heavily used both here and on the extensions, about 30 times each. They are also heavily used in other packages, in scenarios you won't find on the Steam versions of routes sold on JT.

TS Tools is very useful, I find I can't get it to work on my system but the last RW Tools does and I find that sufficient.

I would too recommend the 153 and Voyager they are decent models too. I would also recommend trying the scenario editor, there are many tutorials and it can be very enjoyable creating your own scenarios. It isn't as hard as at first it may appear.
