Anyone know how turn on the Saloon lights on the Bakerloo line. I couldn't find a key binding on PC or a full control list on the game manual?

Try the right side control panel

Edit: Sorry, I didn't see you actually asked for the keyboard shortcut, I can't help you there :/

Are you able to send a screenshot of what button on the control panel as I've been trying to find it for ages. Not that bother if there isn't a key binding for it.

It's the red one closest to the window if front of the secondmans seat (the seat on the right side of the cab)

I stumbled across it earlier by accident.

The L key turns the cab light switch clockwise, Shift+L turns it anti-clockwise & Ctrl+L turns on the saloon lights.

Another feather in the cap of TSW’s manuals & tutorials!

I found this passage on p. 14 of the TSW2 manual: "11. On the console opposite the driver’s seat, press the Saloon
Lighting & Heat & Vent Set button to turn on the passenger lights." If this information was also covered in the tutorial, I don't remember it; but then, I found the whole tutorial difficult to follow the first time around and have yet to return to it, Bakerloo being a passenger train only route and therefore of minor interest to me, due to my own incompetence rather than any failure on the part of DTG.
