This may be a bug or not. In all communication I have seen, the tool to create scenarios is called "Scenario Planner" In game it is called "Scenario Designer" (see screenshot). Is this a (cosmetic) bug or is this intentional? I would like to know, being clear and precise in terminology can be very helpful and avoid confusion. See in game screenshot below.
If I was to take a guess i would say it was either a last minute change or when making the planner they couldn't make a image easily to indicate what the feature does (for example the paintbrush with livery editor) so instead they changed the name of it so the image could be more easily depicted.
A little heads up, when the next update drops next week all saved custom scenario will be deleted so don't make any now if you want to keep them, wait for the update.... if on pc you can copy the saved custom scenario file to another folder add it back in after the update, but not on consoles
