How Do You Add Weather On Scenario Designer

As the title says, how do add weather on Scenario Designer, if you know how to do this, Please reply .

The only way to change the weather is to go into time table mode, change the weather and then go back into to Scenario planner
but a weather setting is needed in there, but this works
