There should be the Seattle Subdivision from Seattle to Tacoma and there’s the Union Pacific line and BNSF line that join in Tacoma. There’s also Sounder commuter trains, Amtrak’s Coast Starlight and AmtrakCascades too and freight operations by UP and BNSF.
Unfortunately, BNSF won't let DTG sell content with their logo internationally, so it won't be coming from DTG. Maybe a third party dev in the future with 2 versions made; one with BNSF branding for sales within the US, and one without for international sale.
Why would it need BNSF in this case? You can do the BNSF section without having them involved as Pacific Surfliner shows. Just use UP stock for the BNSF freight ops and you'd be able to do it without issue I'm pretty sure. The old Cajon Pass actually did something similar as that's a UP focused route despite most of the real lines traffic being BNSF.
For Marias Pass they did, and indeed still do for the US, but BNSF don't have the trademark internationally, so now only allow use of their branding in the US due to that issue. Pacific Surfliner is actually a no, there's no BNSF content in the base route, so as a result they actually don't need the licensing. The route itself can be done with or without licensing, the branding on the locos however do. In the case of the Surf all ops on the base route are Amtrak, so that's the only one they had to be concerned about.
I guess you can use them if they don't have the logo like they did with the Coaster pack and Metrolink pack.
Pacific Surfliner has no BNSF content included, Marias Pass I believe is only available in the US. Yes, but using another railroad in place of BNSF would break the immersion of the game. Imagine if DTG didn't have CSX licensing, so they used Norfolk Southern content for SPG.
That was before the BNSF licensing restriction came into place, since then, DTG haven't touched anything BNSF related for TS or TSW, only 3rd party developers made any content since then.
