Don't know if anyone else has experienced this but sometimes the horn in the locos in sand patch grade won't sound. It activates the bell but there isn't a horn sound. This happened only after a few blasts if the horn but I did switch over to classic to controls and tried sounding so would that have affected it?
To fix sound bugs simply reload the loco: Switch to free camera. Move far enough away from your train that when switching back to the internal camera, there‘s a short loading screen. On console this happens when the pop-out menu for internal cameras only says deafault internal camera. This will make the game reload the loco and sound bugs (like horn stuck in on or not sounding at all) are resolved. Hope that helps as a workaround.
