I appreciate this'll require one of the mythical UI artists, but I personally feel it'd be much easier from a user's POV if the livery designer and scenario planner were moved to the front page (this one): Note I have a mod that puts flags on preserved collection routes I feel it'll make it easier to access, and then in the scenario planner you select the route, especially given the livery designer is universal, perhaps something like this? What does anyone else think?
Wait, what! How come you have a country flag next to every route and mine are just next to the three which came with TSW2..? Can anyone answer this for me DTG Natster

Hey Beyo, some of the recent collection will have the country flags next to them but not the ones you've pointed out, we are looking to get them all added eventually though. As you can see I still have a few missing.
I think it makes sense for the scenario planner to be accessible after you have selected the route, so I don't think that needs to change, though it doesn't make a whole lot of difference to me which you choose first, the route or the scenario planner. The livery designer should be directly accessible from the main menu though, as it isn't linked to any route and it makes no sense whatsoever to have to choose a route first. I don't think the proposed solution you mocked up is ideal, purely because the store and dovetail live are sort of ancillary services to the game, it makes sense they are at the bottom away from everything else, whereas the livery designer and scenario planner are fairly core game elements, and should sit somewhere else, more prominent and obvious to the player.
For the scenario planner, presumably you would click on ‘Tools’ then ‘Scenario Planner’ and then another menu with a list of all the routes would come up, like the front page. It’s probably for that reason alone that they went they way they did with the tools inside the route. It makes it clunky for the livery designer but it’s just a different order of clicks for the scenario planner and avoids two similar or identical menus.
Yeah, it could also include an option to see and launch all the scenarios you've built, perhaps. Otherwise, for the scenario planner, it would be on my suggestion Tools>Scenario Planner>Route. It could also make it less clunky if any other tools were to come down the line.
