Changing the subject slightly, a new DLC in TS typically added 6 or more scenarios. The new Dash 8 in TSW2 adds only 3. Do we assume that it's more difficult to create them in Unreal?
Not really. TSW has the service mode timetables as well so not as many scenarios are needed. With the loco DLC there are usually some extra timetable services or integration with a large number of existing services that supplement the small number of scenarios. Some have more services than others but they all get three scenarios.
