I am considering purchasing RW Enhancer, but am not sure if it's worth it. I have been using ReShade forever and have had good results.
I have watched YouTube videos, but it's hard to tell any real difference from ReShade. Have you used ReShade and if so do you see a difference in picture quality?
I use both Reshade and RW Enhancer Pro. They both do different things. With the combination of the two, you can transform how TS looks. If the YouTube videos didn't make it clear, then they were rubbish. From editing out the radioactive green standard foliage, to having full control of glass reflections and how night lighting works, even how shadows from sunlight work. ReShade applies global shaders to everything, and RWEnhancer does a lot of work on individual things, such as anti-aliasing, reflections, lighting, fog transparency and desaturation, fog thickness etc. Being so variable, it's hard to make side by side comparisons, as it can be as subtle, or as in your face you choose it to be. It's not particularly easy to disable both of them to give you a side by side screenshot either.

I use a combination of ReShade and RWenhancer Pro at 4k - it gives lovely results, but is expensive in terms of cpu/gpu resources.
Without going through all the hassle of disabling everything to give you before and after screenshots, how about you post a screenshot, and list what route, train, time, location and weather settings were used, and I'll replicate it... that way you'll see how mine differs from yours? BTW.. I have very few US assets installed. I only have an interest in UK stuff.
ReShade is hugely complex and there are literally hundreds of shaders available for it, so it's really difficult to say exactly how it can improve (or make worse) Train Simulator. All anyone can do is show you how THEY use it, and then make up your own mind. ReShade, does seem to have a 3 to 5fps frame rate hit for me though. RWEnhancer is far simpler however, and in some cases can improve frame rate.. but sometimes has a small 1 or 2 fps hit.
