    No, it was stated in a stream a while ago that Railion is based in Utrecht, Netherlands and that this would have been on the reference model they used to make the livery.

    International Railion is the result of the merger between DB Cargo AG, NS Cargo NV and DSB Gods, making it the first truly international rail company in Europe. In the Netherlands (+ Belgium and Luxembourg) Railion operates under the name Railion Benelux, in Germany under the name DB Cargo and in Scandinavia under the name Railion Scandinavia. Combined sales in 2000 amounted to more than EUR 3.6 billion. The holding company Railion GmbH is based in Mainz. 92% of the shares are held by DB AG, 6% by NV Nederlandse Spoorwegen and 2% by DSB.

    That block on a loco states who the owner is (and is thus responsible for its maintenance etc.) As @The SimTrain Tube said, Railion is a holding company formed out of a merger; but each of the three constituent companies continue their own corporate identities. So the Railion 363 is owned by the former NS Cargo NV, now Railion Benelux, headquartered in Utrecht. Whereas the Railion 185.2 belongs to DB Schenker (cargo):
