I checked and there is a discount. This sale like most on Xbox will be global. TSW2 add-ons are not Deals with Gold but in the regular spotlight deals.
No this is for the UK but you may need to have Gold or Game Pass although the are appearing in game for me so assume not. Just bought the C40 8W. Unfortunately have the rest already!
GWE is showing as reduced to £17.49 and the DB BR363 is reduced to £9.59 going through Microsoft's website.
