Dear DTG, I can you please add this livery to TSW for the Br422, it belongs still to Deutsche Bahn and you have the license for it to use it and it would be a good mix of the normal livery and this livery, please community help me get more arguments for this livery to get added to the game, because it's still DB
Liveries like this would be great community challenge rewards. I would much rather have a livery than a 'themed reward pack' consisting of a few wallpapers. And all the licensinf is owned by DB indeed, so that shouldn't be a problem. It would offer a nice break from all the DB traffic red currently in game.
The Livery does NOT belong to the Deutsche Bahn. It belongs to the VRR (Verkehrsverbund Rhein-Ruhr) so DTG would need a license for this Livery.

I know and that's great for PC players, but I'm a console player and I don't have the access to get the livery on TSW 2 on console
No I‘m from Germany and they drive in my City, it’s from the Organisation VRR, NWL, NVR, NVV and SPNV-Nord. It’s the Same like the VRR S-Bahn Design or from Baden-Württemberg the Bwegt Design. It has nothing to do with the Company, because all have the same.
Abellio is owned by the Dutch Railway because of the trademark arrow NS logo. Therefore the only way for Dovetail Games to use the Abellio Logo is ask the Dutch Railways for a licence to use Abellio and NS logos. That way we can get both Abellio and NS trains on German route network. Includes your local routes HRR SKA RRO & RSN since they have Abellio/ NS Trains.
A lot of the German states are now specifying a livery for their tendered routes - closest UK equivalent would be Scotrail where the branding is prescribed by the Scottish Government. I'm not sure who owns the S-Bahn Green and RRX designs - It may be VRR/VRS (The local transport authorities) or it may be the state of Nord-Rhein-Westfalen. Also in the past both NatEx and Abellio have seemed unwilling to licence. I get the impression that's at Group Level rather than individual operations.
Why should they? Why should they put work into doing this but not earn a penny for this? What kind of business model should this be?
Abellio is part of the Dutch railways NS due to the shared Arrow logo. In order to get RRX logo DTG needs National Express licensing and the Dutch Railways NS for Abellio.
But the RRX could still be added, because this livery belongs to VRR than they could also make the train, and there is no need for a license for Abellio or National Express, they could just add the DB logo, even though it's not as realistic, but Abellio, National express and DB are competitors, so that would be a Win for Deutsche Bahn if they would add instead of the other Logos, soon or later the DB will also buy the Br468
