So, for the need for more old time US Steam routes, one that I think would be interesting to be included into TS21 would be the Oakland Mole, (Or Oalkand Pier or Oakland Long Warf) with a route stretching eastward out of the bay area. The era could be between the mid 1930's to the early 1950's.

The Oakland Mole was the original terminus for the Southern Pacific Railroad for those wanting to travel to San Francisco, trains would terminate at the pier, before boarding a ferry to be carried across the Bay Area to San Francisco. The pier closed in 1958, as bus traffic over the bay bridge took over the shuttling of passengers from Oakland to San Francisco (From SP's 16th Street Station), and was demolished to make way for the expanding Port of Oakland in the 1960's.

The Berkeley, as seen in San Diego, is an example of one of the many ferries that carried passengers from Oakland to San Francisco (Note the SP marking on the stack)

A numerous amount of passenger trains used the terminal as the start and end of their journeys, examples include....
    -San Joaquin Daylight
    -Shasta Daylight
    -Overland
    -City of San Francisco
    -California Zephyr (Western Pacific)

From Oakland the route would 1st head north, then east, passing thru the following citys....
    -Berkeley
    -Richmond (Crossing over the ATSF)
    -Martinez

The route from Richmond to Martinez mostly hugs the shoreline for most of the trip. There is also a tunnel on the route near the modern day Phillips 66 plant, but I cant find a photo of it.

From there, the route can split 2 ways...

-It can keep heading east towards Port Chicago and Pittsburg (About a 45 mile route from Oakland)
-Or head north across the channel to Fairfield, going as far as possibly Davis. (About a 75 mile route from Oakland)

The following can be the possible power for this route.

    S-Class 0-6-0

    Pacific Class 4-6-2

    Mountain Class 4-8-2

    GS Class 4-8-4

    Southern Pacific Cab Forwards

Rolling stock would be a mix of period freight and passenger equipment.
