No, they probably will be different in most cases. Fi Clinchfield has some branches on TSW it does not have on TS, but the mainline is a bit shorter. The policies may be different depending on the specific route, so be more specific if you are interested in a particular route.
I do love the routes in TS2021, larger routes and maps and you feel like you have more choice to see (other than the downgrade in graphics)
