PC Something Strange In Gemünden - Aschaffenburg Service Timetable

Is everything in this timetable correct? This is in section between Heigenbrücken and Laufach.

 

Your passenger train and a banking loco which is going from Heigenbrucken to Laufach are both supposed to leave Heigenbrucken at 12.07. The timetable is based on the banking loco being allowed out first, since it's supposed to get to Laufach at 12.15. But if you spawn at Heigenbrucken around that time and watch what happens, the dispatcher only sometimes allows the banking loco to leave first, and even if it does go first it doesn't delay the passenger train by all that much. The passenger train still arrives at Laufach at 12.16.
