If you start on foot and then take over an arriving train with the dosto cab leading, the SIFA reset does not work from the drivers seat. An example would be spawning on foot and taking over an arriving S1 train at Dresden HBF that was being controlled by the AI. This occurs even if you take it over before the service is scheduled to start. If you stand at the shunting station, the SIFA works there, but the pedal from the drivers seat does not work no matter what. If you start the service from the menu there is no issue.
Did a few more tests - whenever you take over the BRD 766.0 cab car from the AI, regardless of if the next service has not started yet, the SIFA pedal is disabled, and there is no possible way to fix it. It works fine in all of the other included stock as far as I can see, it is just this cab car.
