Because it goes from London St Pancras to Faversham, via Ebbsfleet. It does not include the lines to Victoria, Charing X, Ramsgate, Dover, Cannon Street, or anything like that.
This route goes to London St Pancras , not London Victoria . If you want to drive a train to London Victoria , I recommend the Brighton mainline route
The services shown on the selection menu are the full service runs of the units drawn from an approximation of the real life timetable, ie there are some services that run from Victoria to Gillingham (though in truth not that many and even less nowadays) That doesn't mean that the route in question will allow you to drive the whole service, as only the parts on the route itself are available to drive (in the case of VIC - GLM the furthest west you would go or start from is Rochester) This is true of other services on the line, so anything that "ends at Gravesend" in real life would go onto Charing Cross or Cannon Street for the 465 (or for the most part would actually be a 700 and go up to Luton via London Blackfriars) In other words the real life railway is a complex beast and something TSW doesn't even hope to do real justice on a "network level", so we have to make do with what we have
