Which system are you playing on? If playing on Xbox One or Xbox One S/X, you don't get any extra layers and only the default stock of the 377 and 387. If playing on Series S/X, they should be there but I believe there is an issue where they don't always spawn and you have to reload the journey/timetable.
Are you playing on an Xbox One? If so, the extra layers (Class 375, 166, 66) aren't available to play on Gen 8 consoles. Additionally the layers never work the first time, you have to load in and then reload into that same service in order for the layers to appear hope this helps Jack
