Seven different CTA lines run through the Loop--just modeling the downtown section of any/all of them isn't very conducive to thrilling gameplay. And while there briefly was a round-the-Loop shuttle train (1969-1977), a route consisting of a roughly two-mile circle isn't exactly going to set hearts aflutter either.

When thinking about suggesting a route, the most important thing to consider is whether people in the worldwide player base would find it enjoyable. A full-length CTA line, maybe (hopefully). A bite-size piece, not likely.

CTA? Does that stand for Cool Turtle Association? I’m down for that.

Fact is, CTA has been suggested by a number of people; just adding my voice to it. Hopefully it gets seen by DTG, not just by people who have their own interpretation of what DTG is interested in developing.
