Some routes are a bit iffy for snow (it's gonna be interesting to see what we get with any future southern hemisphere routes) - you need to pick a month where the temperature is low enough for the snow slider to appear and then scroll up through the sliders to it and customise it. It has been known to disappear in some routes though.
If snow slider don't work pick a winter month and put wetness and precipitation up. This should help you out as it works for me but if not let me know.
Snow is disabled unless the temp is below 0C/32F. In other words, depending on where the route is set, it would have to be between December and early March.

DTG have stated that they use the average monthly temperatures of the region a route is set for their environment system settings and that’s why we mostly can’t have snow. The obvious problem with using average temperatures is that it doesn’t reflect those times when the temperature is below average enough for snow to happen, as is often the case in reality. Snow needs to be a player choice, not dictated by badly implemented automated systems like this one. Conversely, a player can select heavy rain from a cloudless sky and the environment system doesn’t even bat an eyelid. It’s a topsy turvy world is TSW.
DTG should just give the player the option to set the temperature. That would easily solve this problem because the automated system they are using is just flawed
