Yes. If I had to guess, I would say that they want to get steam simulation (including manual firing) completely sorted and community-tested before they commit to more steam routes.
I think they maybe rushed SoS to coincide with the Queens Jubilee seeing as it featured a Jubilee Class. It’s obvious from what DTG has said on streams that SoS is not totally ready for prime time.
