Are you in a tutorial or scernario, im sure the game blocks you using wrong locos in that mode Timetable mode will be the one you need if so im also sure in timetable mode it only lets you do services with the 395 that go from Pancras via Faversham
Trains that go to the lower platforms at Ebbsfleet are AI only as only the upper platforms at Ebbsfleet are configured for player use.
