Also, you apparently didn't realize that this is a suggestion forum where players can post their wishes and thoughts on new DLCs.

Would definitely like to see some more mainline freight locos on Cajon Pass. Some Geeps would also be very nice for San Bernardino and Barstow's yards. I also hope to see the UP AC4400CW and SD70ACE layered onto the route

Excellent Idea but you left out ATSF B36-7 7400s these will be found at the Hump Yards Colton and Barstow. SD70ACE Tier 4 BNSF version can be the basis for CN CSX UP versions

On one of the streams Matt said that locos and routes would be 'decoupled' in TSW3. So it seems likely that future loco packs would include a range of liveries. For example an ES44AC loco pack could include liveries for BNSF, CSX, NS, UP or any other railroad that uses them. The more routes a loco DLC can be used with then the more people will buy it, and I don't expect a repaint will take anything like as long to produce as a new loco.

    I guess an ATSF U-Boat DLC Pack would be a good idea. The pack could include a U23B, U25B, U23C, U28CG, U30CG, U33C, and/or U36C.
    An ATSF Dash-7 Pack could include a B23-7, B36-7, and C30-7.
A Standard-Cab B40-8, GP7, GP9, and SD38-2/SD39-2 could be added to one of these lists.
Another DLC pack suggestion is an ATSF Passenger Diesel Pack with an F3 or F7 A/B, E6 or E8 A/B, FM Erie-Build A-B-A (ATSF only had one set of these), and an Alco DL109/DL110 A/B set.
My final suggestion is a Genset Pack with BNSF 3GS-21B and 3GS-21C Gensets for yard switching in Barstow and San Bernardino.

And we have UP locos (CW44AC, SD70ACe, SD40-2, and GP38-2) so we could see those on Cajon Pass as well.

    More loco's - fine.
A greater variety of freight cars would be better...

I assume you’re referring to the locomotives from cane Creek, peninsula corridor, and Sherman Hill?
