    Just checked the approach to St Pancras in SEHS. You get a yellow 00 and a yellow 000, which is like getting the warnings and deceleration curves but never getting the restrictions. This would not prevent any accident, so I have a strong suspicion that this is not correct.

    What makes sense is yellow 00 (warning 30 km/h)-> green 00 (30km/h enforced) -> yellow 000 (warning 10Km/h) -> green 000 (10km/h enforced). [Forget the grey text, it made sense to me but it was not correct].

    EDIT: Just read a document that explains it all:
    They do not use both 00 and 000 for the same signal, they choose one or the other based on the distance from the control point to the the stop signal (in this case it would be the end of track) .

    If the distance is more than 200m they use 00 (30km/h limit), if the distance is less than 200m they use 000 (10km/h limit because there is less space to execute the emergency brake application and stop the train if the speed limit is not respected).

    In any case, the sequence can be:
    • yellow 00 -> green 00
    • or yellow 000 -> green 000
    You should not have both 00 and 000 for the same signal.
