Pretty much what the title says. I believe the ICE3M went there because it can do international services (as opposed to the ICE3), and if we can get the TGV why not this one too?
In the November season in Timetable mode for SEHS, an ICE 3M is layered at St Pancras as a static train in the International platform next to platform 4 on the Midland Mainline side and the ICE 3M modeled in TSW lacks the TVM signalling and the 25kv AC physics.
In fairness we would need the ICE 3MF to use it since it and the Velaro D are the only ICE’s with french Safety systems and signaling
It isn't a static service, it does actually run on the route as AI, but as for times it does run, all I way say is go and do the follow two services listed down below (Granted that you have the month set to either October or November). As stated earlier, you would need the international varient that has TVM430. Otherwise it would not be compatible. However, the scenario planner has no limitations of signalling, so you can have some fun there!
If you select either March or April before you spawn into the route from the main menu, the TGV services will appear.

Velaro D is called DB Baureihe 407 & 408. 407 is France equipped 408 Netherlands equipped via HDU Merged with HRR HDBU Spoiler: HDU HDBU merged with HRR Hollandstrecke Duisburg Utrecht merged with HRR Hollandstrecke Duisburg/Bochum-Utrecht
