That will be the 64 gb memory limit that Sony introduced a bit over a year ago it started about a year ago on tsw2 that has had the problem fixed they are just need to get it in to tsw3 (Add-Ons manager). For now you will need to delete some routes and locos to have the ones you what in. No date on when it will be fixed in tsw3
If you hit the menu button on the app, one of the options should be to Manage Game Content - you can then choose which DLC you install or delete within the 64GB limit (much easier than PS4 where you have to delete it all and start again!)
For reference, it's something we're continuing to look at, as we know how frustrating it must be to not be able to use your whole collection at one time.
