Im Confused, The images seem to depict 2 Locos and 1 emu come with the route, yet the Steam listing and article only mention 1 loco (OBB 1016). What is actually included with the route?

this is a route that has been at the website from the people who do the country's routes for a while plus the pc steam edition dont have as many scenarios for a cheeper price

To be clear on this, RSSLO merges their own routes but charges an extra fee for the merge. You can possibly create your own merge if you own the Steam ones, but there may be enough differences to make scenarios incompatible.

There are not many people cleaver enough to merge routes - one of the reasons they did not exist for a long time They used to require a common start point but in the past few years that problem seems to have been sorted

The short answer is "yes". The long answer is that it costs you another 7 Euros and requires four routes. https://www.rsslo.com/product/combine_ljubljana_salzburg/ Note the site says routes from Steam can be used. Main reason for this is because the assets are already distributed with the packs, so the content file just references the same assets.
