So like in train simulator classic but in train sim world 3. where the custom train formation is in tsc tsw3 should have it to it would make the game much better! hope its possible.
You can make formations using vehicles with buckeye / screw link couplings using the Training Center in scenario planner mode as all junctions are manual and there are no signals.

No, there isn't an official public designated tool for custom formations. I think you can get something similar via a PC mod.
Well this mod prob should be more well known. but at least there is something that you can add to the game to create custom formations. you will never know dovetail might make it one day.
