There have and the answer we've always gotten is no. There are several challenges though. First, an editor will probably be only on pc since unreal engine is a pc platform. There are console players so how would an editor work for them. What would the limitations be. How much can we work with the editor. Another issue is licensing. With an editor, you can create any route with and train and any livery you want so if that is allowed to release, what would it mean for a licensing agreement between dtg and the train operating company. Cuz it might mean dtg can't ever get the license, so they can't create that route or livery, decreasing variety. Cuz creating content without appropriate licenses and permission does not sit well with tocs if they don't want to be in game. Well creators club probably has tons of liveries dtg do not have the license. However, content made through a route editor is a much larger project.

The latest DTG survey is polling our opinion on the "editor". (I suppose that refers to a route creator). No point in polling about that if DTG isn't at least open to the idea. Just needs to get enough votes in the survey.
Yes and if that were to happen it might be restricted to railroad US UK & EU Railway companies that have licences for DTG to use. It even gets complicated for routes like Hollandstrecke Duisburg Utrecht via Oberhausen & Zevenaar is that DTG needs an NS Dutch Railways licence and Prorail Dutch Track infrastructure diagrams for Emmerich am Rhein Utrecht and the Zevenaar voltage change. The easiest are the following routes S4 Hamburg Hbf to Bad Oldestoe since the game has an HVV license and OBB SFS Innsbruck Rosenheim and the international section of Bremen Oldenburg which is Oldenburg Leer Bad Nieuwschans Groningen due to DB still owning Arriva Netherlands as seen on the Arriva group map
I don't quite understand how licensing would prevent community created routes. Sure, you might need to forget about using realistic logos on stations, but that still leaves plenty of opportunity to do a good attempt at recreating a realistic route. (And even then, there's some NS Dutch Railways logos used on community created liveries available on the Creator's Club, so how strict is this licensing policing anyway?)
I think creators club is more difficult to control due to how many gets uploaded each day. Some tocs only allow stuff to get uploaded onto creators club but not as a dlc. Some operators don't want their liveries used at all and if they saw people making routes and trains using their liveries, they might go to dtg who created the editor and take legal action or something and possibly prevent a relationship to happen at all. Some operators do take out seriously and there are other small dev teams who got caught creating content without a license and had to remove their content or face consequences.
I remember not to long ago dtg announced the release of the editor, matt even done a couple of vids on YouTube taking us through the basics of the editor. I brought quite a lot of dlc at the time in anticipation for the assets, downloaded unreal editor and all! Just to be let down. Dtg broke my heart.
