I haven't tried it, but scenario planner should work. If you mean static as you spawn on foot, then no, what's there is all that will ever be there (unless DTG change that)
It would create huge memory problems if one route could choose and/or display about the 50 trains in the game. So unless a major solution to that is found I wouldn’t ever expect anything of this type to change.
lol cajon pass has a scenario that displays way over 50 locs at one time okay there are only 2 types of locs i do not think the number is a issue it is more that it needs to load from all the different dlc's there is already a nice amount of locomotives to choose from when starting on foot at the training centre
When I first started playing TSW3 I was expecting to see all my loco's in the training centre as they are added to the game. But then I found it was much better to create a TC scenario for the loco I wanted to practice with. Doing this gives you the option to add stock if you wanted, or just use the loco. I created one for learning to drive the Class 101, and one to practice shunting with the German 0-6-0 BR 363. Using the scenario planner is far better as you're not stuck using the little options that the TC has to offer.
1000 services or 50 locos (of the same) takes memory but not the extent of different types/class’s of locos. It can vary more with trains like ICE as their more memory intensive than others.
