New stuff like locos with or without new wagons would come separately. Some of these could also come as part of the base package of a route. There wouldn't be a reason to bundle new content that don't relate to each other.

Most SD45s have been retired or rebuilt as SD40-2s. CSX doesn't use AC6000CWs anymore, except for #601 and #602; they have been sold to Progress Rail and Western New York and Pennsylvania RR (WNYP) The ex-CSX units have GEVO-16 prime movers and are designated CW46ACs. UP has rebuilt their AC6000CWs as C44ACMs (basically upgraded AC44CWs with C4460AC bodies).
I would like to see both the SD45s and C60ACs in TSW3. SD45s could also be made in UP and ATSF liveries, as well as the SP and NS engines. Also, a Conrail SD45 for HSC could be great to see.
Personally I would rather see SD70ACe-T4s (UP and CSX liveries, as well as Progress Rail/EMD Prototypes), ET44ACs (CSX, UP, NS)/BNSF ET44C4s, SD70Ms (UP), SD70MACs (BNSF, CSX), and BNSF/CN SD75Ms/Is. I also want original SD70ACes/SD70M-2s in BNSF, CSX, CN, and NS liveries.
My other three suggestions would be a ATSF/BNSF GP60 Pack with GP60, GP60M, and GP60B locos in multiple liveries (perhaps UP and NS packs well), an ATSF/BNSF C44-9W pack, and an ATSF/BNSF B40-8W pack.

true but a AC 6000 in the game is really not a bad idea afterwards it could circulate only a few times in the timetable

and for cajon pass the SD 45 is really a good idea for the route with a old route and a mordern route and maybe a new timetable in 80s

That's a GP60, not a SD60. (probably my last fixing note on that)

Please do actual research to avoid making incorrect suggestions.
For one neither one of these units are an SD45....

The Norfolk Southern unit is an SD45-2, not an SD45.
The Patched Southern Pacific Unit is a GP38-2, not an SD45.

And an SD45 currently doesn't fit on any in game route EXCEPT Clinchfield. They got a handful of SD45's from the SCL when they traded their U36C away for them.

Excellent idea and further more if you want DB Baureihe 189 it needs to have its own route being the international Hollandstrecke Duisburg Oberhausen Zevenaar Betuweroute junction Arnhem Utrecht due to how DB Baureihe 189 ES64F4 being assigned to run iron ore trains between Germany and the Netherlands. Remember that locomotive does run iron trains on the following routes Bahnstrecke Hagen Finnentrop Siegen Ruhr Sieg Nord Dresden Chemnitz Werdau Tharandter Rampe Hauptstrecke Rhein Ruhr due to why they have steel mills (Stahlwerk) present

What about the Class 66 fitted to drive on German railways? I know there's plenty of 66s in mainland Europe. Would be quite fun hearing this diesel engine roar on the mountainious routes. I guess DTG could use parts of the current 66. And the 66 is pretty underutilized on the UK routes we have.

Both Vectron as well as the 189 would be very nice to see! Especially because they're both (or at least the 189 is) to also go to Austria. A cross border german-austrian or an austrian route with the BR 182 Taurus and the 189 as "new" loco would be very welcome.

Also as loco DLCs they could be great. Maybe for the freight trains for Kassel-Würzburg?
