Do you mean as in events that are not shown on the task list, or random events even to the author?

I mean that some scenarios that are built from the author includes some events like delays broken signals...and when I try to make a scenario from scratch I don't know how to add these things.

Normally it's not a broken signal that's the intention. It could be an adverse signal (yellows or red) and you do this by putting a train in front of the one you drive so that you have to slow down until that one clears. I can explain further if you need it

No no...some scenarios say that there are broken red signals and you must pass the danger without a problem. You can also see some workers with orange suit next to the signal trying to fix it...I will try to find this scenario in order to show it...

Ah right. The workers are a scenery asset. Not sure about the red light

The actual red signal is usually the product of a bug in the signalling system that the author has to work around. That's why when you pull up to a "broken" signal, you can just TAB past unlike with most other reds.
