I got that the last time I tried to make a scenario. I wanted to drive the BR 103 on London Commuter and when I had made the simple one train scenario, it looked like your picture, no play button. I’ve given up on scenario planner and creators club for now as nothing I want to do with it works. Downloaded scenarios either have no play button or when I start the scenario I am not in a train but stood on a platform or siding. It’s totally borked. All add-ons manager related I suspect and we have as yet had no patches for that specifically.
I noticed this issue after the addons manager came out for ps5 so I'm guessing it's something to do with that
