Tsw3 loco dlcs are decoupled from their routes. You can use them in scenario planner. However, if you want to run services and scenarios, you will require sehs. The mml also has some services which i can't confirm since I don't have the dlc.
It's a standalone DLC that only requires the base game. It provides services to Southeastern Highspeed and will for Midland Mainline when the update comes out (i'm unsure if it currently does) - Scenarios are provided for SEHS. If you don't own either route, however, you'll be able to use it with Scenario Planner for Training Center, or any other route you have. Hope this helps
