I have found a way to stop the intro movie (the DTG intro and TSW3 stinger) from playing when starting the game, ironically inspired by performing an identical process in Remember Me. To do it, find where you installed TSW3 and navigate to WindowsNoEditor\TS2Prototype\Content\Movies and rename the file INTRO v5 kept alongside other movies including the menu background and TSW2 intros - you can delete it too but if you want to bring back the intro movie later on you can only do it with a file verification. Note that verifications will restore the file, and you won't be able to stop it by adding a blank video file called INTRO v5. You do not need to delete or rename INTRO v5_1080, it seems to be an unused file.
I'd assume that it may help loading times but only a little bit, TSW3 loads pretty quickly regardless.
