The Bi Level Cab part of the Baby Bullet in Peninsula Corridor isn't coming up in Timetable mode the Train is there but you can't go choose a route timetable.
This is a well known issue. If you want to drive those services, you need to spawn on foot at San Jose at the correct time, and just take over the cab.
I think this will fixed by the upcoming new game version. The problem is a thing in the UI of the game.
