Just skimmed the FAQ for TSW4. It didn't answered my major question (which is important for me for the decision: Buy it or leave TSW):

==> Will all DLCs / contents from TSW 3 be compatible in TSW 4?

The content for TSW 2 and especially 3 was expensive. If I lose money because of not all DLCs from TSW 3 will be compatible in TSW 4 - I am out. (I also won't use disk space to keep both simulators.)
I am also out, if I don't get a clear answer for the just mentioned question soon. (The FAQ mentioned "game progress" which will be kept, not content; it also mentioned "compatible content" ... which sonds like: not everything I can use now in TSW 3 will be compatible / useable in TSW 4. Not a good sign.

I am an honest person with little time; just in case anyone wonders about my harsh, direct words. ;)

Everything from 3 works in 4. Simple as that.

In addition to what Matt says above, all content from all previous versions of TSW have worked in all subsequent versions except for one route and one loco DLC from TSW(1) which wasn't brought over because of the way they built it.

So anything you had from previous versions WILL also have versions in TSW4 and you get licenses for them automatically.
I believe the only issue may be the original TSW3 DLC which were included in the TSW3 base versions on gamepass. Because you didn't buy those DLC you may need to do so in TSW4, but maybe DTG Matt can clarify on that particular point

I'm sure you have to purchase content you don't own to continue playing in Train Sim World 4. Game Pass doesn't grant any entitlements. That's how it was with TSW2 core routes. Long as you own the route(s), either as add-ons or in the various editions, it should not cost you anything in TSW4.

"In addition, players who have purchased any locomotive Add-ons for any of the core Train Sim World 3 routes (Loco Add-on Bundles 1 & 2, Thameslink Class 700, etc) will need to purchase Train Sim World 3 to continue playing them on their native routes, even if they pre-order Train Sim World 4."

This indicates the core routes need to be purchased. The Standard Edition is 80% off so that will get you them routes if you are relying on Game Pass rights.

Does it work better than it did in TSW3, though? Or should we expect the same old issues?
Can I complete "Cold as Ice" on Boston-Providence, for example?

Can't remember what i've fixed and what I haven't. Check release notes for the update when it comes out. I'll try and look at that and see if it's one I did though.

I believe Cold As Ice is on the release list for Day 1 TSW4, yes.

What about TSW3? Will that fix make it into the final TSW3 patch?

I used Cold as Ice as an example. I should have pulled the whole list of TSW3 issues, some of which are much older. The 143 Introduction on DRA comes to mind, broken since the TSW3 release if I'm not mistaken. The Talent 2 training mission as well.

The question was not only about this one scenario, but rather about all the outstanding TSW3 issues!

In the spreadsheet I have, it indicates that's the plan, yes.
