Playing on PS5, the 4K mode is a 60fps mode (pretty solid in cab, variable but still north of 50 outside), but the level of detail / shadow pop-in really lets down the experience, with bright green trees suddenly turning into dark green ones just before you get to them. A lot of games now offer a 30fps 'quality' mode and a 60fps 'performance' mode, this isn't a hair-trigger first person shooter, I would happily play at 30fps if it meant the draw/shadow distance could be extended. The performance mode would be what we have now, so no change in FPS or detail for those happy with the current experience, but a new 30fps quality mode that makes distance detail look more like close up detail would be a huge step forward. No idea how much work it would be, but while you're at it 40fps 'balanced' modes are an increasingly common thing on modern consoles.
FYI you can switch to HD textures in the menu, not sure if it makes a difference with render distance, but it will keep a constant 60fps.
I’ve been banging this drum forever. It really hurts the experience. Just been on the Austrian route early evening and the pop in was horrendous on series x. I’d rather WAIT five minutes or so to load the whole damn thing in rather than stream it. It’s a massive immersion breaker.
