hey DTG for the other non tsx effect content like gp9 sw1200 both sd70ace packs etc.... why don't you give those packs to 3rd party company that can add tsx features on the locomotive and update it, and at the same time remove the bnsf brand so it not country restrictive. then they give it to you back to upload on steam. this would also be good idea for bnsf maria pass. reason for this idea is that dtg is to busy working on TSW to bother updating older TS 2019 dlc. also seem alot of steam workshop content uses country restrictive stuff (bnsf) why not let someone update older content for you dtg. now the other question is who would be up for it.

Anyone can reskin an existing loco, happens all the time. People can rework a loco too (look at AP) so your suggestion is pretty moot. If people want to redo the stock, they can

Being able to publish it for others to use is not quite that simple.
Publishing a reworked loco will need permission of the original developer.
Same goes for reskins which would need permission of both the developer and companies used in the reskins.
All has to do with copyrights among other rights.
Especially when reworks or reskins will be payware.

Only if you charge for the rework without requiring the person to own the original. Taking money from others is the point there.
The main issue with reskinning is when people apply logos outside of copyright. Then the original copyright holder can assert their rights and kill all versions, not just the originator

    That's not entirely true.
You're changing someone else's work which always has copyright on it. So you'll need their permission. Period.
The only exception is if it's for your own use only.

Whether your rework will be payware or freeware or you'll need the original or not is not the issue.
Possibly it'll be of influence on the decision to give permission or not.
